Yes, as of version 2.1 PhotoForge2 is a universal application that will run natively on the iPad and iPad2.
PhotoForge2 requires at least iOS 4.2. It will run on any device that can install iOS 4.2 or greater. This includes iPhone 3G or newer, iPod Touch 2nd gen or newer, and all iPads.
The manual can be found within the app by taping on the PhotoForge logo at the top. Or an online version can be found here
You will never be charged again for an in app purchase youve already made. To restore purchses on other devices you can either purchase as you normally would and at the end it will confrim that you already own this and were not charged. Or alternatively click the PhotoForge logo at the top which will open the app menu. Now touch the settings item, then tap the button that says 'Restore Purchases'.

Apple requires developers to get permission anytime we might need access to any location data, including location data already tagged on your photos. PhotoForge2 tries to retain all of your photos metadata which includes the GPS location. This information is used only to be presented to you on the photo info screen and you are able to edit it to your liking.
